Union Jack Oil PLC (AIM:UJO, OTCQB:UJOGF) shares traded positively on Thursday morning, up 2% at 18.75p, after its partner in the West Newton project published a new report.

The company owns a 16.665% interest in West Newton, where partner Reabold Resources today published the findings of a new feasibility report that confirmed the technical and economic viability of an initial single well development plan for the gas field in Yorkshire.

Such a plan would accelerate production and cash flow with limited capital expenditure, the company noted.

The feasibility study, commissioned by Reabold and conducted by consultant CNG Services, outlined an initial gas production operation from a single horizontal well, with processing through a modular plant.

It proposed that produced gas would be tied in from the West Newton A site to the National Transmission System via a 3.5-kilometre pipeline.

The report shows ‘highly favourable’ project economics with low initial capex requirements, estimated at £12 million, with the project NPV(10) described as attractive, at £33 million, and, it calculates an internal rate of return (IRR) at 29%.

"The CNG Feasibility Study highlights the opportunity to unlock significant near-term value from the West Newton project through the early production plan,” Reabold co-chief executive Sachin Oza said in a statement.

“The study confirms that the early production plan is both technically robust and economically attractive with a low capex requirement."

He added: "This phased development plan allows gas production to be brought to market within months of drilling, generating significant early cash flow whilst we progress the full field development plan.

“With the industry currently suffering from a lack of available development capital, the ability to achieve early production with limited capex is strategically extremely valuable.”

Reabold noted that the UK regulator has approved a revised work programme for West Newton, to include the re-entering and recompletion or the sidetracking of suspended wells by 2026 and 2027.

The joint venture partnership for West Newton is fully funded and plans to commence operational activity later this year, aiming for first gas production within 18 months of drilling the next well.

Oza added: “With the necessary approval from the NSTA for the revised work programme for PEDL 183 secured, Reabold can continue to progress this important UK gas project in the most optimal manner.”

The industry regulator, the North Sea Transition Authority (NSTA), has extended the deadline for drilling plans at the West Newton field in East Yorkshire, it was reported today.

The licence, PEDL183, had required Rathlin Energy to drill and test a new well by the end of this month (June 2024). The company had also committed to recomplete or sidetrack one of the existing exploration wells and test it by the same date.

A fortnight ago, it was confirmed that Rathlin would fail to meet its obligations and was negotiating with NSTA.

The delay was blamed on Rathlin’s “funding shortfall”. In September 2023, the company admitted it needed more money to pay for drilling and testing at West Newton.

In a statement today, one of the partners in PEDL183, Reabold Resources, said the NSTA had agreed a revised minimum required work programme. This comprised:

The West Newton field has two sites, A and B.

The A site has two wells, drilled in 2013 and 2019. This site has planning permission for 20 years of oil production and four more wells on an expanded pad.

The B-site drilled one well and a sidetrack in 2020. In 2021, formation damage was reported. There is planning permission for a second well until 2025. In August 2023, plans for this well were delayed for a third time until 2024.

Reabold, which has a 56% stake in PEDL183, said the partners were likely to approve initial plans to recomplete an existing West Newton well to establish whether there was sustained gas flow. This work was due to start during 2024, Reabold said.

Reabold’s co-chief executive, Sachin Oza, said:

“With the necessary approval from the NSTA for the revised work programme for PEDL 183 secured, Reabold can continue to progress this important UK gas project in the most optimal manner.”

He said a phased development plan would “allow gas production to be brought to market within months of drilling”. This would, Mr Oza said, generate “significant early cash flow” while the partners worked on the field development plan.

A West Newton feasibility study, commissioned by Reabold and also reported today, concluded that an initial single horizontal well and gas export plan could “accelerate production and cash flow whilst requiring limited capital expenditure”.

The study estimated the project infrastructure would cost about £12m. The project would include a 3.5km pipeline from West Newton A to the national gas transmission system, which does not have planning permission.

Rathlin Energy will fail to meet its obligations to drill a production well at West Newton in East Yorkshire because it can’t find the money, it was revealed today.

The company made a commitment to the industry regulator, the North Sea Transition Authority (NSTA), that it would drill and test the new well by June 2024.

It also agreed to recomplete or sidetrack one of the existing exploration wells at West Newton and test it by the same date.

But a partner in the project, Reabold Resources, said today:

“As a result of Rathlin’s funding shortfall, drilling of the first development well will not be completed prior to June 2024.

“Rathlin, as operator, has initiated discussions with NSTA to defer the deadlines for these commitments.”

Last year, Rathlin said it needed more money for the West Newton plans. It had been looking at a possible farmout or further investment from Reabold, its majority shareholder. The committed work had been estimated at about £9m.

The Reabold chairman, Jeremy Edelman, writing in the company accounts, said:

“Rathlin, the site operator, was unable to resolve funding for its own share in 2023, which we believe is a consequence of the fiscal and political instability in the UK.”

He said Reabold looked forward to the “resolution of Rathlin’s funding situation in 2024 through a potential farm-out arrangement or other sources of capital”.

He added that the Reabold board remained confident about the prospects for West Newton.

Reabold recently received £10m from the sale of Corallian Energy to Shell. Reabold’s co-chief executives, Sachin Oza and Stephen Williams, said they “could potentially” invest more money in the new West Newton well, in addition to their share of the costs.

Before today’s announcement, a new well at the West Newton-B site had already been delayed three times. There had previously been plans for an extra four wells at the nearby West Newton-A site.

But in February 2024, we reported big changes to the West Newton project. The partners announced proposals to drill a single new well at West Newton-A by the end of 2024.

Shares in Reabold Resources fell 11.25% during today but recovered slightly to close down 6.25% at 0.075p.

It would be fascinating to see a timeline from the beginning of the Rathlin project at West Newton against the backdrop of the nonsense about the need for onshore gas, at first, and now oil for crucial national energy security. How many times have Rathlin changed track and broken promises.Fat salaries for the chancers and cowboys. Devastation for a quiet corner of England and nothing produced or impact on energy prices .over 20 years.

A report, by the petroleum consultancy GaffneyCline, gave potential production from the West Newton field the best available AA rating for carbon intensity.

The authors estimated West Newton gas production would emit 2.87 grams of CO2 per megajoule of energy developed (gCO2eq./MJ). They also said there was potential to improve the carbon intensity to 2.66 gCO2eq./MJ.

The report said the field had been compared with a “selection of UK onshore and offshore field analogues” and imported LNG (liquified natural gas).

It said the carbon intensity of average UK onshore production was more than 7gcO2eq/MJ. But this figure included oil, as well as gas, production.

The average UK offshore carbon intensity was more than 10gCO2eq/MJ and average imported LNG was just over 12gCO2eq/MJ, the report said.

GaffneyCline estimated than almost 2gCO2eq/MJ at West Newton would come from venting, flaring and fugitive emissions. Other carbon sources included production operations, processing, transport and offsite emissions.

Union Jack, one of the West Newton partners, said in a statement the project would seek to reduce the project’s carbon intensity through “the utilisation of the best available techniques, including Gas-to-Grid technologies and stringent engineering specifications to minimise any venting, flaring or fugitive emissions”.

Union Jack’s executive chairman, David Bramhill, said:

“The AA rating achieved indicates the efforts made by the Operator, Rathlin Energy (UK) Limited, to ensure that projects under its stewardship comply with best practice.”

Sachin Oza, co-chief executive of the other partner, Reabold Resources, said in a statement:

“The AA rating demonstrates the low carbon credentials of the West Newton project and is an example of the opportunities available in the UK to power the country through lower carbon, home grown energy, rather than relying on expensive and more carbon intensive imports.”

In 2021, Union Jack said a report on the carbon intensity of oil production at Biscathorpe in the Lincolnshire Wolds would also be below the UK onshore average. This report, also by GaffneyCline, rated Biscathorpe AA for carbon intensity. It estimated a carbon intensity of 3.06 gCO2eq./MJ, with the potential to reduce it to 1.49gCO2eq.MJ.

Most UK production measures carbon intensity by kg of CO2 per barrel of oil equivalent (kgCO2/boe). The industry regulator, the North Sea Transition Authority, said average carbon intensity for all UK gas production, at 21 kgCO2/boe, was lower than all sources imported into the country, except that piped from Norway. Union Jack financial results

Union Jack reported falling profits and revenues for 2023 but said “the future remains bright”.

The recent annual accounts showed net profits dropped to £859,089, down 76% on 2022 (£3,606,624). Oil revenues, mainly from the Wressle field in North Lincolnshire, were 40% down at £5,065,679, compared with £8,507,050, in 2022.

Union Jack said the company was in “sound financial health” and continued to be debt free.

David Bramhill said the Union Jack remained focussed in the UK on the Wressle “flagship”. The field would “support the company with revenues for at least another decade”, he said.

The undeveloped West Newton field (see above) had the “potential to become an important transition fuel in helping the UK achieve its 2050 Net Zero target”, Mr Bramhill added.

Wressle: Union Jack said initial extraction rates at the UK’s newest onshore oil producer had exceeded expectations. It has generated revenues for Union Jack of more than $19m before tax and allowed the company to be self-sustaining for almost three years without the need to borrow.

West Newton: Union Jack said: “we are expecting West Newton … to see activity during the remainder of 2024 and beyond.” Reports had confirmed that previous drilling with water-based mud had caused near well-bore damage in the Kirkham Abbey formation, he said. This had affected the natural porosity and permeability of the formation and reduced the ability of oil to flow.

Keddington: A review confirmed an undrained oil resource on the eastern side of the field, Union Jack said. There was planning permission for further drilling and production could increase with a sidetrack to one of the existing wells, the company added. There were also plans to upgrade production equipment during 2024.

Biscathorpe: Union Jack did not refer to a two-day hearing at the High Court in June 2024, at which r SOS Biscathorpe will challenge the decision of a planning inspectorate to allow permission for a sidetrack well and long-term production.

North Kelsey: Union Jack also did not refer to the withdrawal of Egdon Resources in June 2023 from its appeal against refusal of planning permission.

Union Jack said licence relinquishments were being prepared for Kirklington (PEDL203),Widmerpool Gulf (PEDL201) and Laughton (PEDL209). It said there was potential for geothermal energy at Fiskerton Airfield and Dukes Wood.

The West Newton Bridge is among a list of projects that could be brought to life with $300 million in road, transit and bridge improvement funds that Westmoreland County is slated to receive as part of regional infrastructure work.

The metal truss bridge, built in 1909, carries about 6,500 vehicles each day on Route 136 over the Youghiogheny River, connecting two parts of the borough.

Angela Baker, transportation planning manager for PennDOT’s District 12, estimated the project at $17 million. The bridge is used by pedestrians and bicyclists on the nearby Great Allegheny Passage.

“It is a very historic structure,” she said.

It was listed in poor condition in 2022 with a deteriorating superstructure. Officials plan to build a temporary bridge next to it during the work, as a detour would be significant. The bridge most recently underwent a preservation effort in 2010, following previous rehabilitation work in 1957 and 1984. Bids for the work could be sought next year.

The project appeared among several on the horizon around Westmoreland County in a proposed 2025-28 Transportation Improvement Program being planned by the Southwestern Pennsylvania Commission. The agency anticipates spending $3.8 billion on highway, bridge and transit projects in 10 counties in 2025-28.

They’re projects that are important, especially in areas that have seen growth and need additional infrastructure investment to keep up, said Jason Rigone, county director of planning and development.

“This TIP focuses on major priorities in the county,” he said.

The regional commission connects agencies, such as PennDOT, with county and municipal leaders to examine what projects are important and how to best use funding. During a public meeting Monday at the county courthouse in Greensburg on the proposal, Dom D’Andrea, commission director of transportation planning, said the program looks out four years and gets updated every two years.

As projects in the plan are completed or costs change, officials have to decide how to adjust it or what improvements should come next based on the amount of federal funding the commission believes it will receive. If approved, it will go into effect Oct. 1.

It will likely be years before any of the projects mentioned Monday come to fruition. They include:

• Construction of a roundabout at the sometimes-clogged intersection of Donohoe and Georges Station roads in Hempfield. Baker estimated that project at $8 million to $10 million.

• Improvements on Route 201 in the area of Interstate 70 in Rostraver. A study will help identify potential work there, but it would span between C. Vance DeiCas Memorial Highway and Finley Road.

“It is very congested,” Baker said.

That has been a priority of Rostraver leaders for a long time, Rigone said, adding he’s happy to see it on the list so officials can find a solution.

The commission is holding public meetings regarding the draft program in each of the 10 counties it serves. It will meet at 2 p.m. Tuesday at the Kittanning Township Volunteer Fire Department in Armstrong County and 6 p.m. Thursday in a virtual event for Allegheny County.
